11-18-09 Planning & Zoning Design Review Minutes

A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the second floor conference room “B”, 740 Main Street, East Hartford, Connecticut on November 18, 2009.

CALL TO ORDER

The meeting was called to order at 5:00 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser. Chairman Kayser appointed Mary Whaples as acting secretary and additionally stated, that the Commission would be voting with seven members.

SITE PLAN APPLICATION– 22 Prestige Park Circle, Installation of a new   
handicapped ramp, replacement of an exterior door and reconstruction of an exterior platform and stairs to an existing industrial building.
Applicant: Dan Lyman Russell

Upon a motion by Kathy Salemi, seconded by Paul Roczynski, the Commission
Voted (7-0) to Approve the above site plan application with the following conditions:
 
      1.   In evaluating this application, the Planning and Zoning Commission has relied  
            upon information provided by the applicant and, if such information           
            subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this       
            permit shall be modified suspended or revoked.

      2.  Final Plans are to be signed and stamped (ink & impression) by the professional      
            engineer.

SITE PLAN APPLICATION – 1 Pent Road, Installation of a prefabricated shed   
to house SVE treatment system to existing industrial site.
Applicant: Pratt & Whitney, Division of United Technologies Corporation

Upon a motion by John Ryan, seconded by Mary Whaples, the Commission
Voted (7-0) to Approve the above site plan application with the following conditions:
 
       1.  In evaluating this application, the Planning and Zoning Commission has relied  
            upon information provided by the applicant and, if such information           
            subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this       
            permit shall be modified suspended or revoked.

       2. Final plans are to signed and stamped (ink & impression) by the Professional    
            Engineer or Land Surveyor.
       3. On sheet C-1, add the site plan approval block, engineering inspection note, and     
           marker denoting the location of the proposed shed.

      4. On Sheet C-2, provide linear and angular dimensions for the property boundary.

      5. Remove the subdivision approval block from the plan sheets.

    6. Provide a construction detail for the proposed bollards.

    7. On Sheet C-3, provide information on any exterior lighting proposed.

SITE PLAN APPLICATION – 363 Roberts Street A.K.A Holiday Inn, Façade   
renovation and new signs to an existing hotel.
Applicant: GlobalTech Design, LLC

Upon a motion by John Grottole, seconded by Paul Roczynski, the Commission
Voted (7-0) to Approve the above site plan application with the following conditions:
  
      1. In evaluating this application, the Planning and Zoning Commission has relied  
          upon information provided by the applicant and, if such information           
          subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this       
          permit shall be modified suspended or revoked.
      2. Final plans are to be signed and stamped (ink & impression) by the Professional          
          Engineer or Land Surveyor.

    3. Provide a Town of East Hartford planning and zoning site plan approval signature    
         block and an engineering inspection note on the plan.

    4. Revise the sidewalk ramp details to include a cast in place tactile warning strip.

    5. On the ramp layout plan, provide additional existing and proposed spot grades on       
         the proposed sidewalk, as presently shown grades cannot be verified along the      
         proposed sidewalk and ramp. On this plan there are some notes that appear to be    
         missing.

    6. Specify on the plans to relocate or install new landscape plantings to compensate for     
        the existing landscape plantings that will be disturbed by the proposed construction.

    7. It appears that to construct the new pedestrian ramp a portion of the asphalt  
         pavement will be disturbed. Graphically depict on the plan a 2’ wide minimum area    
         of pavement to be repaired and add a pavement section detail to the plan.
    
   8. Within the area where new sidewalk is proposed there are two concrete manhole    
       covers. Graphically depict on the plan what these covers are for and specify how    
       they will be incorporated into the proposed sidewalk, provide all necessary details.
  
   9. Add utility information to the plan within 200’ of the proposed site work.

 10. Add angular information or bearings to the property boundary; include map   
        references on the plan.

 11. Site Plan Modification bond set in the amount of $3,750.00.

SITE PLAN APPLICATION – 441 Main Street A.K.A Willow Mobile Home  
Trailer Park, Phase I Replacement of sanitary sewer and water utility lines and    
driveway resurfacing to an existing mobile home park.
Applicant:  Kenneth Hoddinot

Upon a motion by Kathy Salemi , seconded by Paul Roczynski, the Commission
Voted (7-0) to Approve the above site plan application with the following conditions:
 
      1. In evaluating this application, the Planning and Zoning Commission has relied  
          upon information provided by the applicant and, if such information           
          subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this       
          permit shall be modified suspended or revoked.

      2. Final plans are to be signed and stamped (ink & impression) by the Professional      
           Engineer or Land Surveyor.

      3. Provide separate plans for each individual application and label accordingly.
      
       4. On the Title Sheet add a site plan approval block and the engineering inspection    
           note.
      
      5. Clarify on the list of drawings that the Phase II plan is not included as part of this       
          set.

     6. On sheet 3, clarify the limits of the existing or proposed homes, there appears to be    
          some extraneous lines on the plan.

     7. On sheet 4, clarify if the installation of units 401 and 901 are part of this proposal.    
          One of the subject units is missing a service lateral as presently shown on the plan.

     8. On sheet 4, provide more detail on the portion of sanitary sewer that is specified to   
          be abandoned.

     9. On sheet 4, specify the limits of paving on the map and add a note to sawcut and   
          match  existing pavement.

   10. On sheet 4, add or darken the 100 year floodplain limit.
 
    11. Provide typical dimensions for the layout of the sanitary sewer and water mains.

   12. Provide layout information and dimensions for the proposed roadways. During a  
          recent site visit it was apparent that the limits of the existing reclaimed roadways  
          are lost due to the trenching for the water and sewer main.
    13. On sheet 4, specify construction material stockpile areas and equipment staging  
          areas on the plans.

   14. On sheet 7, revise the typical pavement section to have two 1.5 inch lifts of   
          bituminous concrete. Clarify on the detail if existing grades will be maintained or if  
          roadways will be raised by three inches. It also appears from a recent visit to the        
          site that much of the reclaim material has been lost due to the utility installation.        
          Revise the pavement section to remove the sandy material that is remaining and          
          replace with a minimum thickness of 4” processed aggregate base material per        
          section 209.1.a of the zoning regulations.

  15. Site Plan Modification bond set in the amount of $48,000.00.

  16. The Planning and Zoning Commission review and approval of this application      
         merely addresses the placement of water, sewer lines & associated work and does     
         not take any position with respect to the location of the mobile homes on property     
         owned by the Willows, LLC

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION––
441 Main Street A.K.A Willow Mobile Home Trailer Park, Phase I Replacement of    
sanitary sewer and water utility lines and driveway resurfacing to an existing mobile      
home park.
Applicant:  Kenneth Hoddinot

Upon a motion by Mary Whaples, seconded by John Grottole, the Commission
Voted (7-0) to Approve the above soil erosion and sedimentation application with the following conditions:

1. Final plans are to be signed and stamped (ink & impression) by the    
    Professional Engineer or Land Surveyor.

2. Provide separate plan sets for each individual application and label        
    accordingly.

3. On sheet 3, clarify the limits of the existing or proposed homes, there appears   
    to be some extraneous lines on the plan.

4. On sheet 4, add the soil-erosion and sedimentation control signature block to    
    the sheet.

5. On sheet 4, add the NRCS soil types to the plan.

6. On sheet 4, specify construction material stockpile areas and equipment        
    staging areas on the plans. Provide erosion controls around the material     
    stockpiles.

7. Add a note to the plans specifying that all existing pavement on and adjacent   
    to the site that is to remain shall be swept clean of accumulated sediment on a      
    monthly basis until final stabilization of the site.

8. On Sheet 6, add a construction schedule with tasks outlined in section     
    217.3.d.2 of the zoning regulations.

9. On sheet 6, add the contact information for the individual responsible for the     
    maintenance for the erosion controls during and after construction.

10. Incorporate the appropriate revisions resulting from engineering department       
      site plan application comments approved by the Town Planning and Zoning          
      Commission.

Voted (7-0) to Approve the 2010 Town Planning and Zoning Commission schedule and close out dates.

BOND REDUCTIONS/RELEASES

  • 221 Governor Street – Site Plan Modification Bond Release
      Applicant: Gengras Motorcycles / Marc Rienow

Upon a motion by Paul Roczynski, seconded by Mary Whaples, the Commission
Voted (7-0) to Approve the full release of the above bond in the amount of $3,000.00.

  • 801 Silver Lane – Site Plan Modification Bond Release
Applicant: Aldi Inc. / C/O LeAnne Wheeler

Upon a motion by Kathy Salemi, seconded by Paul Roczynski, the Commission
Voted (7-0) to Approve the full release of the above bond in the amount of $32,760.00.

MISCELLANEOUS

The Commission reviewed correspondence from Mr. Stephen R. Waldie from SCW Enterprizes, L.L.C dated November 11, 2009 regarding electrical service to a previously approved remediation shed located at 302 Main Street. It was the consensus of the

Commission to allow overhead service from the existing pole located next to the Brewer Street entrance provided it did not go over any paved travel potion of the parking lot with a minimum height of fourteen feet.

The Commission also reviewed correspondence from Mr. Abe Kaoud regarding a request for a potential workshop regarding the possible zone changes for 972 Silver Lane & 403 Forbes Street. It was the consensus of the Commission not to have a workshop.
